The decade-long armed conflict in Nepal between the state security forces and the Communist Party of Nepal Maoist (CPN-M) resulted in more than 13,000 deaths, more than 1,300 disappearances, hundreds of thousands of displaced people, and victims of torture and other human rights violations. Based on interviews with 1,200 people, this study assesses conflict victims' experience with the government's IRP since its inception in 2008. The findings are intended to inform a future reparations policy that would seek to help people whose human rights were violated during the conflict period of 1996 to 2006.
