Jose is a research analyst at ICTJ since January, 2024. A lawyer with a Master's degree in Political Studies, he has extensive experience in peacebuilding processes, historical memory and transitional justice and has played different roles in research, promotion of participation, development of cultural and communication projects, advocacy and coordination.  

Before joining ICTJ, he was general director for Bogotá's Memory, Peace and Reconciliation Center (CMPR) between 2020 and 2023, of which he is also founding member. He was part of several human rights organizations such as the Colombian Commission of Jurists, from where he advised the construction of the National Human Rights Action Plan. He is an expert in memory work, on which he has produced several publications and given lectures at universities such as Harvard and Frankfurt. From CMPR, he promoted the creation and dissemination of social impact projects such as Bogotá's Cartography of Memory, which has been distributed in public schools in the city since 2008. He was an advisor to the National Center of Historical Memory, especially for the construction of Colombia's Museum of Memory, and he coordinated support to regional initiatives. He worked as an advisor in the Congress of the Republic of Colombia as responsible for women's and gender issues. At ICTJ, he develops research on peace policies, legal alternatives to drug trafficking and contributions of the Colombian experience to other cases in the world.
